The Community Treasury Reserve is the ecosystem’s public budget:sources are explicit, draw downs gated, and outflows fully disclosed.

• Endowment: Pre-injection of 3,000,000 LOOP.

• Ongoing replenishment:50% of LOOP from Points conversions is automatically routed to the Fund.

• Access control:Every disbursement must be proposed by a Chief Steward and approved by ≥ 75% of Elite Card holders, after which smart contracts auto-release the funds.

• Transparency:All actions are on-chain, query able by anyone.

This architecture concentrates budget initiation in high-mandate governors, while on-chain audibility guarantees transparency.
